Abstract
This study aims to determine what conditions cyber communities should meet to enhance social capital and serve as a venue for promoting learning by comparing two representative cases. Through these comparisons, this study will demonstrate what shortcomings a government-formed cyber community has by comparing it with a privately formed one. By doing so, it will suggest the right directions for the use of ICT in education and show what actions the government should take in the future to utilize the cyber community as a channel for accumulating social capital.
