Abstract
The purposes of this research study are thus as the followings: 1. Study the international competence guidelines or standards in digital competence; use them as references to establish the first draft of an internal standard that can be effectively used in measuring the Digital Competence levels for the college and university students in Taiwan. 2. Develop the tools used in the Digital Competence study. 3. Using the Hermeneutic method of data analysis and work with the Review Panel to select a set of important indicators from the drafted Digital Competence standard. 4. Study the criticality of the selected indicators according to their Kappa coefficient correspondence and determine their importance in Digital Competence measurement. 5. Consider other factors and finalize the selection of the indicators in sequence of their importance. 6. Use the critically important indicators as the framework and quality standard for computer training, course design and evaluation of students' digital abilities.
