Abstract

This paper outlines a sociocultural framework for developing a collaborative learning community in technology integration. The framework is situated in Wenger's (1998) notion of a community of Practice and Fullan's (1999) ideas of change. The proposed framework assumes that collaborative learning communities require structure and flexibility and a balance of top-down and bottom up leadership. The framework is proposed as a guide to initiate and facilitate the development of a collaborative learning community and to illuminate the processes and tensions involved as the community evolves. While providing a structured approach to developing a learning community, the framework is open to local interpretation, thereby highlighting the unique and local nature of learning communities. The paper also proposes a socio-cultural model to analyse and interpret the processes involved in developing a collaborative learning community. The theoretical and analytical frameworks proposed, complement each other and contribute to the literature in teacher education and research methodology.
