Abstract
In this paper, we describe the development of an Organizational Learning and Information Support System (OLISS) that serves a diverse group of users for a wide variety of purposes. Designed for a government agency, the system is developed to support the application of "standard" business policies and practices across the organization. The system provides "just in time" capabilities for users of the system to apply these standard business policies and practices within the ongoing context of their everyday work. Users come to the system from different jobs, experience levels in their jobs, and knowledge of the standard business policies and practices. All the capabilities, in one form or another, provide not only a mechanism for individual learning but also a means for capturing and disseminating newly created knowledge in the organization.
