Abstract
This paper describes our design for a meta-authoring tool capable of generating domain specific learning activity across a variety of instructional designs. MetaTool will support collaborative authoring of instructional technology, and facilitate research into how, when and why certain sets of instructional design components are educationally effective in particular contexts. The structure of the MetaTool is made up of design filters that represent distinct and isolated components in instructional design models. The filters can be used as standalone building blocks of flexible instructional models. The end result is an open architecture, conceived using an object-oriented development methodology and informed by participatory design that is modifiable and extendable.
