Abstract
Leading edge innovation in education, particularly innovation that has a research component, incorporates expensive equipment and requires a significant investment in staff preparation is usually the domain of research universities and, possibly, large school divisions. This paper reviews the issues that a small, rural school division encountered in developing an innovative distance education system. Governance issues and a Board and Administrative perspective are highlighted.
