Abstract
This paper reflects the results of distance learning implementation in the Ukrainian higher education system for preparation of senior public administrators and top-managers for private enterprises. Development of distance learning model for National Academy of Public Administration, the President of Ukraine was based on the study of the best distance learning experience. In order to evaluate effectiveness of the developed model the method of pilot implementation was used as the main tool. Such approach allowed to define the key principles for distance learning organization, which are described in the paper.
