Abstract
This paper discusses the growing need for a virtual university facility in Lebanon and the creation of a system (VUSIL) to meet this need. Although general public access to the system is possible, the prototype server was designed with two main user-groups in mind: students and professional engineers. The system was designed to provide lifelong learning opportunities based on the potential of the Internet and the World Wide Web to deliver distance education. A needs analysis was conducted and the results were used to inform the design of the VUSIL system. This paper describes the results of the needs analysis and outlines the design of the system.
