Abstract
This paper is about the research on an extensive European Social Fund (ESF) project carried out in Finland during the years 2007-2011. The aim of the project is to promote active citizenship through open learning environments. Different kinds of educational and development projects varying from liberal adult education to institutions of higher education are involved in the project. The objective of the research is to develop a networked model of action. Challenges are caused by the differing backgrounds and project-specific aims of the participatory projects. Activity theory is used to model the multidimensional relationships between the network and its actors. This research offers a new way to model the network formed by different actors and the learning process occurring within it. Several factors hindering the development of Sense of Community or at least "Sense of Network" have been identified, and the role of the research has been found crucial in supporting the development process in releasing the tacit knowledge.
