Abstract
Lack of teacher training, low income, dependency on private tutors, inequity in access to education, and lack of accountability at the level of school management committees all contribute to the high rate of secondary school drop-outs which in turn affects national economic competency. This paper discusses the use of an online practice test of structured question database for students to prepare the first batch of secondary board examinees for 2010 under a new assessment policy based on Bloom’s taxonomy. A CMS-supported online practice database will facilitate testing curriculum-based objectives and provide a summative evaluation to students using various online learning strategies. Online practice tests have been effectively used in the west for formative evaluation as an e-learning approach to traditional paper-based preparatory exams. Online practice tests are a practical solution to high-stake exams in many countries where the state schools simply are not adequate for quality learning.
