Abstract
Poor training, gaps in knowledge and assessment techniques, dependency on private tutors, inequity in access to education, and lack of accountability at the level of school management committees all contribute to the high rate of secondary school drop-outs which in turn affects national economic competency. This paper discusses the use of a decentralized digitized repository of structured question items for in-service teachers to prepare the first batch of secondary board examinees for 2010. A CMS-supported online practice test bank will facilitate curriculum-based assessment methodologies and provide a scaffold for content creation based on Bloom’s cognitive levels. This innovation will have the desired impact of bolstering secondary education in Bangladesh which is currently stymied by insufficient teacher training resources required for imparting objective knowledge for assessment and for implementing effective learning and test taking strategies.
