Abstract

This paper outlines a blueprint used to launch a high quality inclusive early childhood program, through a collaborative effort between a community agency and a school district. The purpose of this project focused on maintaining district mandates, improving student achievement, and providing agency sustainability. A portion of the action plan is included, used as an administrative tool to guide school leaders in their effort to develop an effective program, formulate decisions, evaluate performance, and increase the educational impact of both organizations. The plan includes technological links to resources structured to assist in constructing the infrastructure necessary for establishing an inclusive high quality early learning program as mandated by the State of Pennsylvania.
