This paper describes a project undertaken in Australia where national flexible learning materials were developed. The paper describes the rationale and background of the project and the processes by which a set of Toolboxes were developed for widespread use in the Australian context. The paper discusses issues that arose out of the project and provides information and ideas for others who are looking at ways to create scalable and sustainable technology-based resources for education.
